Jointly with companies-partners, JSC «Eastern Energy Company» is implementing a number of investment projects on construction of new power grid and generating capacities in compliance with the project stages for increase of the electric power export from the Russian Federation to the People’s Republic of China.

 

First Stage

 

The key facilities to be built at the first stage of the project for increase of the electric power export to China up to 3.6–4.5 billion kWh per year include the Khabarovskaya Combined-Cycle Thermal Power Station (the Khabarovsk Territory) and the ± 500 kV transmission line from the Amurskaya Substation to the state border (the Amur Region).

 

Khabarovskaya Combined-Cycle Plant (Thermal Power Station)

 

The construction of the Khabarovskaya combined-cycle plant (Thermal Power Station) with the power capacity of 400–500 MW and the thermal capacity of 300–330 Gcal per hour is meant to increase the generating capacity in the Far East, provide Russian and Chinese consumers with qualitative energy. Electric power output of the Khabarovskaya Combined-Cycle Thermal Power Station will total 2.7–3.7 billion kWh, thermal energy output will amount to 1.3–1.4 million Gcal per year. Construction period shall be 2 years and 6 months.

 

As of today, within this project, design works have been completed, feasibility study has been developed, the Tender for General Contractor has been issued, and activities on attraction of financial funds are in progress.

 

500 kV transmission line from the Amurskaya Substation to the state border

 

Overhead transmission line of ± 500 kV will ensure uninterrupted delivery of electric power to Heilongjiang province of China in the volume of up to 4.5 billion kWh per year. The total length of the transmission line will be about 150 km (including the 1.5 km long special crossing of the Amur River). Construction period shall be 1 year 6 months. As of today, the Feasibility Study and Tender documentation have been prepared for this project.

  

Second Stage

 

To reach the target indicators, set for the second stage of the project for increase of the electric power export to China (18 billion kWh per year) it is planned to commission new coal-fired power stations, located close to the Erkovetskoe coal deposit (the Amur Region) and the Urgalskoe coal deposit (the Khabarovsk Territory). The aggregate installed capacity of these facilities will be more than 3,000 MW, electric power output will amount to 18 billion kWh per year. The second stage project also foresees construction of two DC and AC transmission lines with the total length of 860 km, and a Converting Substation.

 

As of today, specialists of JSC «Eastern Energy Company» have completed designing of the power generating and grid facilities, which are foreseen by the second stage of the project, the construction sites for the Thermal Power Station have been approved, negotiations for attraction of financial resources are in progress.

 

Third Stage

 

As a result of the third stage of the project for increase of the electric power export to China, the total supplies shall reach 38 billion kWh per year. It is possible to achieve this target indicator only upon commissioning of additional generating capacities – new coal-fired thermal power stations based on Kharanorskoe, Tataurovskoe and Olon-Shibirskoe coal deposits with the total installed capacity of about 6,000 MW. Besides, in the territory of Russia and China, it is planned to build DC and AC transmission lines with the total length of over 2,000 km.

 

As of today, the concept idea of the third stage of the project has been finalized; preparations for design works are in progress.
